Economic Equity
United Way of York County aims to ensure everyone, especially working families with limited wealth, can participate in York’s economy. Believing “equity is the intentional inclusion of everyone,” they are investing in transportation solutions for all residents, regardless of background, to travel reliably and safely. United Way is focused on targeted investments for measurable impact, with equitable transportation as a key priority.
Like many counties across America, York County relies heavily on personal vehicles. However, this car-centric design creates challenges for those who cannot afford a car, particularly working families with limited financial resources. Access to affordable, quality transportation is essential for residents to participate in the local economy, whether for job interviews, workforce training, career advancement, or daily family needs.
United Way of York County engaged Fourth Economy to conduct a countywide transportation equity study to address these issues.
Our Approach
Fourth Economy started by establishing a baseline understanding of the transportation ecosystem through report review and data analysis. We also conducted an intentional and wide-ranging community engagement process, including interviews, surveys, and working groups of employers, nonprofits, and transportation and social service providers. Finally, we developed strategy recommendations in consultation with transportation experts and practitioners from the study’s Steering Committee.
The Results
The Results
The study revealed that no single entity focuses on transportation access and equity in York County. Instead, various organizations address transportation challenges in a decentralized manner, often focusing on specific populations they serve (e.g., the elderly, employers, a religious/faith community, or the visually impaired). It was apparent that creating a collaborative space to bring together diverse transportation equity champions would be crucial for addressing countywide transportation challenges, gaining buy-in, and pooling resources for long-term change. Therefore, a key recommendation was to create a Transportation Equity Coalition, to bring together transportation experts and community leaders.
As of early 2025, United Way had convened this Coalition and will continue to provide the infrastructure needed to advocate for and advance transportation equity priorities.
