Transportation and Food Access Study
Westchester County
Economic Equity
The Westchester County Planning Department shapes and influences growth and development in Westchester County to improve quality of life and protect the environment, resulting in more livable and sustainable communities. Activities focus on development patterns, the natural environment, and ways in which buildings, transportation, and open space can be shaped or utilized to achieve a physical environment that fosters smart growth throughout the county. Staff work closely with other county departments, elected and appointed officials, as well as private and non-profit businesses and organizations to make an impact.
Food insecurity, or lack of access to affordable and nutritious food, is a substantial issue affecting roughly 7.8% of Westchester County’s residents. Food insecurity can lead to numerous detrimental effects on physical and mental health, academic performance, and healthcare costs. Although numerous complex external factors contribute to the prevalence of food insecurity, the inability to easily access sources of affordable, nutritious food options due to transportation limitations is a major contributing factor. Therefore, a full accounting of transportation gaps and food access issues was a critical starting point.
Our Approach
With our colleagues at Steer, we conducted a high-level, county-wide analysis of the local population, food flows and provision, and the local transportation infrastructure to understand barriers and challenges residents face in accessing healthy and affordable foods. Fourth Economy is leading robust public engagement to hear from community members regarding what they would like to see in their neighborhoods.
The Results
The study is ongoing and will be completed in Summer 2025. Recommendations from the study will help inform policy, investments, and partner efforts to improve access to affordable, quality food for Westchester County’s most vulnerable, food-insecure residents.
