Southern Alleghenies Planning and Development Commission (SAP&DC) hired Fourth Economy Consulting and Firefly Outdoor Economics Consultancy to assess the current state of the outdoor recreation industry in Pennsylvania and explore opportunities for the creation of a statewide outdoor business alliance (OBA) to organize and advocate for outdoor-related businesses across the state.
This work was funded through grants from the Appalachian Regional Commission and the Pennsylvania Department of Conservation and National Resources Office of Outdoor Recreation.
Our Approach
The project team undertook a multi-phased approach to assess the state of the outdoor recreation industry across the Commonwealth, understand the needs of businesses, and apply best practices from comparable organizations across the United States to best set the Pennsylvania OBA up for success. The project - titled Elevate - included assessing the number and economic impact of outdoor recreation businesses across the state; mapping over 4,000 outdoor recreation businesses in the state; hosting ten industry workshops across Pennsylvania that engaged 500+ stakeholders; launching a comprehensive survey with 500+ completions; and conducting a benchmarking of comparable OBA’s in other states. Insights from these activities - and more - were vetted by a representative steering committee of statewide industry, nonprofit, government, and economic development partners.
The Results
Ultimately, the findings of this planning process helped to shape the initial creation of an OBA for Pennsylvania. Critical recommendations helped to shape the mission, goals, governance, and initial activities of this OBA. The OBA was announced publicly in September 2025 and is currently in the process of becoming a formal organization.
