Economic Strategy
The City of Laramie sought to update its community economic development strategic action plan, which was last revised in 2009, as part of its comprehensive plan. Working with Fourth Economy, they aimed to gather extensive public input and consider quality of life factors, such as the growing arts and startup scenes, alongside traditional economic development measures like business attraction.
Laramie wanted a plan to enhance its core assets and address challenges, including retaining college graduates and young professionals, improving community aesthetics and quality of life, leveraging the growth of nearby cities without straining infrastructure, and preparing for emerging industries.

Our Approach
Our team implemented a broad engagement strategy, forming a steering committee with community, business, education, and government leaders, and conducted sessions with stakeholders and community surveys. We analyzed regional and national economic trends to identify emerging industries that could drive Laramie’s future and aligned these with local occupational and educational data to ensure community readiness. Through interviews and guidance from our steering committee, we developed strategies that capitalize on Laramie’s strengths, aiming to attract new businesses, residents, and visitors.
The Results
The final plan was adopted by the City Council and Planning Commission in February 2020. It includes action steps, lead organizations, and partners essential for implementation over the next decade. An Implementation Committee was formed to monitor progress and update metrics, goals, and tactics as needed.
