Harrisonburg's Department of Economic Development seeks to assist businesses in creating jobs and stimulate investment in the city. To accomplish this mission, Harrisonburg Economic Development offers site selection services, technical assistance, incentive programs and regulatory guidance. Additionally, the department connects businesses with other state, federal and private resources that can help start or grow a business.
Fourth Economy partnered with the the City of Harrisonburg to conduct an industry cluster analysis aimed at unlocking the city’s growth potential and supporting the development of high-value employment opportunities.
Our Approach
An analysis of the industry and economic landscape indicated potential for growth across several emerging industry clusters, including Information Technology, Corporate Services, and Outdoor Recreation, as well as within established clusters. A supply chain analysis further identified supply industries where money is leaving the region that might otherwise be captured. Careful consideration was given to key industries that aligned with statewide industry targets considered critical to future growth and development.
The Results
The industry analysis and promising practices included in this project served to guide the City of Harrisonburg in its pursuit of industry development that benefits local workers and businesses. One result of the project was connecting City of Harrisonburg staff to Fourth Economy’s network of economic development professionals in cities with similar economic development goals. By the end of the project, Department of Economic Development staff were already incorporating Fourth Economy’s work into their strategies and actions.
