Girl Scouts of Central Illinois (GSCI)
Girl Scouts of Central Illinois (GSCI) is a regional nonprofit council serving girls, families, and volunteers across a 38-county service area. The organization delivers leadership development and youth programming through a large volunteer network and operates within the Girl Scouts of the USA framework while responding to local community needs.
GSCI engaged Fourth Economy as it faced a combination of practical and strategic challenges. Membership levels have declined, operating costs have increased, and the organization is managing complex decisions related to staffing, property, and long-term financial sustainability. At the same time, GSCI is working to align local priorities with national Girl Scouts strategies and ensure that programs remain accessible and relevant across a geographically diverse region.
Our Approach
Fourth Economy was hired to lead a comprehensive three-year strategic planning process. The engagement focused on assessing organizational capacity, gathering input from staff, board members, volunteers, girls, donors, and community partners, and translating that input into clear strategic priorities. The planning process was designed to answer three core questions:
where GSCI should focus its efforts over the next three years
how the organization can operate more sustainably and effectively, and
how success should be defined and measured.
The Results
This project delivered a bold and inspiring strategic roadmap that reimagines the future of Girl Scouts of Central Illinois. It unites vision with action, amplifies the power of the movement, and sets a path toward greater belonging, expanded opportunity, and lasting impact as more girls grow into confident leaders shaping their communities and beyond.
