Economic Strategy

Fourth Economy has been hired by the City of Chester, PA (Philadelphia metro area) to create an economic competitiveness action plan. Our goal is to work with community leaders and residents to think strategically and holistically about how to build momentum and capitalize on opportunities to improve the City’s economic outlook.

The City of Chester has been subject to Commonwealth financial oversight since 1995. While other communities have successfully exited oversight or made progress toward doing so, Chester continues to struggle with multi‐million dollar deficits, past-due obligations to its employee pension plans, and marginal investments in infrastructure. Chester is similar to other “rust belt” communities in that it saw steep deindustrialization beginning in the 1960s and has suffered from high rates of poverty and de-investment.
