
Broome and Tioga Counties Arts and Culture Strategic Master Plan

Broome and Tioga Counties are located in the Southern Tier Region of New York State and generate a significant amount of economic activity through tourism. This presents an opportunity to analyze underlying factors and develop targeted strategies to leverage new and existing arts and cultural assets and grow the tourism industry in Broome and Tioga. Recognizing the existing strengths of the area’s popular attractions, a thriving arts community, and festivals and events, this project will help Broome and Tioga develop a comprehensive plan to identify, evaluate, and provide a blueprint to maximize the arts and cultural network as a key driver for increased tourism in the area.
Our Approach
Fourth Economy is providing a thorough inventory, mapping, and assessment of the region’s arts and cultural assets, gaps, and opportunities, and developing a social and economic impact assessment to help the community understand the relationship between arts, culture, and the greater economy. Our partner Highland Planning is facilitating a community engagement process to help establish a vision, goals, and objectives for the plan. Highland Planning will also produce a targeted marketing analysis to identify key audiences and optimize outreach strategies for enhanced engagement and impact.
The Results
The final plan will develop strategic recommendations and actionable strategies that include both short-term and long-term priorities, and an interactive element to present the plan information to the public.
