Redevelopment Authority of Allegheny County
The Main Streets Allegheny Program (formerly known as Allegheny Together) is an initiative of the Redevelopment Authority of Allegheny County to revitalize commercial districts throughout the county through strategic planning and technical support. The process stresses community organization and data-driven planning to direct public investment, spur private investment, and revitalize communities. The program began in 2007 and has since supported 23 individual, traditional, walkable, and downtown-based communities outside of the City of Pittsburgh.
Our Approach
Fourth Economy and our partner, evolveEA were selected as the Technical Assistance Provider for the Main Streets Allegheny program in 2026 and will manage the community application process and lead accepted communities through a facilitated strategic planning process, utilizing data analysis, community engagement, and an urban design review. Each community received a slate of technical assistance based on the strategic planning process, including business district planning, business attraction and retention, Main Street organization planning, identification of funding support, and actionable next steps. Additionally, an annual summit will be held to share best practices and establish a mechanism for peer support among municipalities across the county.
The Results
Strategic action plans and technical assistance are expected to result in business attraction campaigns, organizational planning, and streetscape improvements, including lighting, sidewalks, greening, and public art initiatives. In 2024, the program, then known as Allegheny Together, received an award for Project, Program, or Practice from the PA Chapter of the American Planning Association. Fourth Economy and our partners, evolveEA, proudly supported this program from 2019 through 2025.
