
Produce Terminal Redevelopment
Urban Redevelopment Authority of Pittsburgh
The Urban Redevelopment Authority of Pittsburgh (URA), in partnership with the Mayor’s Office, sought redevelopment alternatives for the historic Produce Terminal in the Strip District. The goal was to avoid full or partial demolition, instead identifying financially and operationally viable uses that would enhance the neighborhood and complement surrounding development plans.
Fourth Economy Consulting collaborated with the URA to issue a targeted Request for Proposals (RFP), review submissions, and analyze key criteria such as market feasibility, economic impact, redevelopment costs, developer capacity, financial viability, and community benefit. Three proposals were received, each aiming to preserve the building’s length to some degree.
A diverse review committee—including representatives from the Mayor’s Office, URA, City Planning, City Council, and stakeholders like Riverlife Pittsburgh, Pittsburgh History and Landmarks Foundation, Pennsylvania Historical and Museum Commission, and Neighbors in the Strip—evaluated the proposals to identify strengths, weaknesses, and areas needing clarification.
The Results
The process led to the selection of McCaffery Interests, whose redevelopment of the The Strip District Terminal balances neighborhood goals, historic preservation, and financial sustainability. The $50 million renovation, completed in 2020, created 163,500 square feet of space for retail, dining, markets, fitness, services, and offices. Pedestrian passageways now connect the neighborhood to the riverfront trail, enhancing accessibility and community engagement.
